Developing an effective Quality/OpEx organization is dependent upon the organization, its customer requirements, registration schemes, regulatory requirements and organizational imperatives.

One of the key discussions revolves around the independence of the Quality organization.  For example, is it appropriate for the Quality department to report to manufacturing or production?
