Strategic Alignment:
One project involved improving throughput in a manufacturing operation.  During the ToC implementation, the metrics highlighted Downtime as a key driver limiting throughput.
A problem solving team began to investigate the problem.  The result suggested there were not enough maintenance team members.
Then the plant leadership began to do a deep-dive into the problem, they determined that there needed to be a greater focus on Downtime.  
After months of monitoring and "controlling" Downtime in manufacturing, throughput had not improved.
The plant leadership met and the manufacturing manager talked about the downtime issue.  He complained to the maintenance manager that maintenance wasn't supporting him (manufacturing).  At that point, the maintenance manager announced that his goals didn't include Uptime.  It only included PM Schedules on time completion.  
Once the Goals and associated metrics were aligned, Uptime improved and Throughput increased.
